Henry Cuellar (TX-28) to introduce the bipartisan Cuban Airport Security Act of 2016 (H.R. 5728) to prohibit scheduled passenger air transportation between the United States and Cuba until a study has been completed regarding security measures and equipment at Cuba's airports.

His amendment – which would prohibit funds from the appropriations bill from being used to propose or finalize a regulatory action until January 21, 2017 – was adopted by voice to the Financial Services and General Government Appropriations Act for FY17(H.R. 5485).
