Hudson Supports Trump’s Plan to Cut Government Waste, Save Billions
 
WASHINGTON, D.C. – Today U.S. Representative Richard Hudson (NC-08) released the following statement after the House passed the Spending Cuts to Expired and Unnecessary Programs Act (H.R. 3), President Donald Trump’s rescission proposal:
 
“Our government’s spending has been out of control for years,” said Rep. Hudson.“Unless we take immediate steps to address it, we face fiscal disaster. That’s why I’ve fought to cut Washington’s spending and tackle our nation’s debt with bold ideas like my Federal Sunset Act. Today’s legislation is a good start, but we’ve got to do much more – including tacking mandatory spending – to get our $21 trillion debt under control.”
 
The Impoundment Control Act (ICA) of 1974 established the current framework for consideration of rescissions proposed by the president. Under the ICA, there are special procedures and parameters for consideration of these requests in Congress. A rescission is the permanent cancellation of previously enacted budget authority, which eliminates the administration’s ability to spend a specific amount of money on a specified program. H.R. 3 cuts more than a dozen wasteful programs and funds which are unobligated balances from prior year appropriations that are no longer needed for the purpose for which they were appropriated by Congress. These funds – totaling $14.7 billion – have been left unspent by the federal government for years.
